There have been many, many assorted releases of Interstellar Overdrive and Nick's Boogie from Peter Whitehead's tape. These include a pile of various editions of the soundtrack and there must be at least 6 or so different CD singles promoting the soundtrack CDs. The primary film, Tonight Let's All Make Love In London, is virtually unreleased. It was issued, briefly, on Laser Disk in Japan. I understand that it was issued briefly in the UK on VHS, but I can not confirm this. A second film, London '66-'67, was widely released on VHS both in the UK and the US. It was issued (briefly) on Laser Disk in Japan. This second film is allegedly a promotional film for TLAMLIL, but is a laugh that the promotional film is widely available and the film that it promotes is essentially unknown.
The DVD edition of the London '66-'67 film was released in 2005. It includes portions of TLAMLIL. This suggests to me that there were, perhaps, legal problems with some of the other bits. That would explain why the official releases of the full film were so limited.
In 2005, someone decided that what was needed was a short film to promote the DVD release of London '66-'67, which, as I have explained, is, itself, a promotional film. And, so, a 3 minute long PAL VHS tape appeared on eBay. The seller was in Greece, not a likely candidate, I thought, for an interesting promotional item. But, hey, what harm could there be in investigating it ?
And, so, I bought the VHS tape, not really expecting anything of interest, and had it transferred from PAL VHS to a PAL .avi file.
Incredibly, this film turned out to be something genuinely special! It has no credits or titles. There's no voice-over or anything else that you would typically associate with advertising or promotion. It's a 3 minute film featuring footage from both TLAMLIL and London '66-'67 and - this is the weird bit - a few scenes that do not appear in either film!!! The audio is an edited version of Interstellar Overdrive.
Read a review of the DVD here. I hope that you buy one! It's a wonderful film that belongs in every Pink Floyd collection!

Please note that once you unpack these files, you will have the original .avi (uncompressed video). You can build your own DVD or play it from your hard drive with Windows Media player or whatever else suits you.
